Changes at a Glance
For Eligible Conduent Associates
We will offer an enhanced Limited Coverage Plan (LCP) through UnitedHealthcare (UHC) Flexwork.
Anthem plans: Weight loss drugs will no longer be covered. Anthem will send communication to your personal email unless you opt out. If you live in Kansas City, New Hampshire, or Virginia, you’ll access care through a select network of providers.
We’ve streamlined some of our health programs.
You can contribute more to the Health Care Flexible Spending Account (FSA) and Dependent Care FSA for 2026.
Commuter benefit limits have increased.
You can contribute more to the Health Savings Account (HSA) for 2026. Conduent’s HSA contribution will change.
Savings Plan: If you’re turning age 60 to 63 in 2026, you can take advantage of the new “super” catch-up contribution.

Enhanced Limited Coverage Plan
The Limited Coverage Plan (LCP), previously provided by Anthem, will now be offered through UnitedHealthcare (UHC) Flexwork. Enhancements for 2026 will include:
An out-of-pocket maximum — if you meet this maximum, the plan will pay 100% for covered services for the rest of the plan year
Unlimited virtual care visits
Coverage for outpatient labs
Coverage for non-preferred prescription drugs
UHC Flexwork will also provide prescription drug coverage for the LCP. Walgreens is the preferred pharmacy. Associates enrolled in the LCP will access the Employee Assistance Program (EAP) through UHC.
Note: The LCP is offered to associates who make up to $75,000 per year (base salary), excluding Hawaii and Puerto Rico. The LCP includes certain prescription drugs and preventive, wellness-related, and routine wellness care. There’s a 10 visit combined limit per member for primary care physician, specialist, mental health, substance abuse, and pregnancy visits. Urgent care visits are limited to two.
Anthem Medical and Prescription Drugs
There will be no plan design changes to the Consumer Choice 2000/4000 Deductible Plan, Consumer Choice 4000/8000 Deductible Plan, or Classic PPO Plan for 2026.
Enrolled in an Anthem plan? Anthem will send communications, including identification cards, claims, and more, to your personal email address that is on file here at Conduent. You can opt out of receiving emails from Anthem during the Annual Enrollment window. Otherwise, you can opt out on the Anthem portal.
New Anthem select networks for certain locations. If you enroll in an Anthem plan and live in Kansas City, Kansas or Kansas City, Missouri, New Hampshire, or Virginia, you will access care through a select network. Anthem reviews providers in the select network to ensure they meet high standards of care. Visit anthem.com to find a provider
Weight loss drugs for Anthem plans, including GLP-1s, will no longer be covered as of January 1, 2026. GLP-1s prescribed for other health conditions, such as diabetes, will continue to be covered.
Kaiser Permanente Plans
Kaiser Permanente will continue to be available if you live in northern or southern California and Georgia. Visit select.kp.org/conduent for more details on the Kaiser Permanente plan available to you.
Health Programs
Streamlined programs. We have streamlined some of our programs so we can continue focusing on providing quality health care benefits. The following programs will be discontinued: Noom, Virta, Omada, Hinge Health, and Hello Heart.

Flexible Spending Accounts (FSAs)
Health Care FSA limits. The new, increased annual contribution limit for 2026 will be $3,400. Plan accordingly, as this account is a use-it-or-lose-it benefit.
Dependent Care FSA limits. Good news — you can contribute up to $7,500 in 2026 to the Dependent Care FSA ($3,750 if you’re married and file separate tax returns). If you’re considered a highly compensated employee for 2025 and/or 2026, your contribution will be limited to $1,075 for the Dependent Care FSA in 2026. Check out which expenses are eligible for reimbursement.
FSA elections do NOT roll over. You must enroll if you want to participate in an FSA for 2026.
Commuter benefit limits. You can contribute up to $340 per month to your transit/vanpool account and up to $340 per month to your parking account.
Health Savings Account (HSA)
The IRS has increased the annual HSA limit in 2026 to $4,400 individual/$8,750 family. This limit includes your contributions and Conduent’s contributions.
Conduent’s contribution to the HSA will change in 2026.
If you are enrolled in the Consumer Choice 2000/4000 Deductible Plan and eligible for HSA contributions, Conduent will contribute $10.42 per paycheck in 2026 if you have associate-only coverage or $20.84 per paycheck for any level of family coverage (a potential total Conduent contribution of $250 or $500 annually).
If you are enrolled in the Consumer Choice 4000/8000 Deductible Plan and eligible for HSA contributions, Conduent will contribute $15.63 per paycheck in 2026 if you have associate-only coverage or $31.25 per paycheck for any level of family coverage (a potential total Conduent contribution of $375 or $750 annually).
You will open your HSA on BenefitsWeb during the enrollment process. (If you’re currently enrolled in a Consumer Choice plan and already have an HSA with HealthEquity, you’ll keep using the same account for 2026.)
401(k) Plan
Important update: 401(k) changes are coming in 2026 under Secure 2.0.
Roth catch-up contributions: Employees age 50 or older who earned more than $150,000 in 2025 (indexed annually) must make catch-up contributions on a Roth basis, meaning after-tax dollars. You will receive notification early next year if you are identified as earning more than the Secure 2.0 compensation basis.
Enhanced catch-Up for ages 60–63: If you are between the ages of 60 and 63 in 2026, you may be eligible for an enhanced “Super Catch-Up” contribution, allowing you to contribute up to an additional $11,250 to your 401(k) plan for that plan year. (If you’re age 50-59 or age 64 or older, your catch-up contribution limit is $8,000.)
Avoid the Nicotine Surcharge!
You will need to attest to your nicotine status for both you and your covered spouse/domestic partner for medical insurance.
If you don’t take action during Annual Enrollment and you are enrolled in a Conduent medical plan in 2026, you will pay a nicotine surcharge ($600 per year in addition to your regular medical premiums).
If you were hired before September 16, 2025, and attest to using nicotine during Annual Enrollment 2026, communications will be sent to your home address and email address with instructions on how to complete the EX-Program and avoid the nicotine surcharge in early 2026.
Important Reminders
Annual Enrollment 2026 is from November 4–18, 2025. Changes made during this window are effective January 1, 2026. Workplace Solutions Center representatives are available Monday – Friday, 8 a.m. – 8 p.m. Eastern time to assist.
Verify if your working spouse/domestic partner is eligible for Conduent medical coverage. If your spouse/domestic partner has access to medical coverage through another employer — even if they don’t enroll in that coverage — they will not be eligible for the Conduent medical plans for 2026. It’s up to you to remove your ineligible spouse/domestic partner from coverage during Annual Enrollment, even if you do not want to make other changes.
Submit dependent documentation. If you add a new dependent to any of your benefits during Annual Enrollment, you’ll receive a Dependent Eligibility Verification packet at your home address on record. The packet will explain what documents you need to submit and what the deadline is. If you don’t provide the required documents by the deadline, your dependent will be dropped from coverage.
Check your dental plan carrier if you moved in 2025. If you moved in 2025, your dental plan carrier may have changed. Go to BenefitsWeb during the Annual Enrollment window to confirm who your 2026 dental plan carrier will be.
Note: If you want to cover your spouse/domestic partner in a Conduent medical plan, you will need to upload a Working Spouse/Domestic Partner Verification Form to attest that your spouse/domestic partner does not have access to another employer’s medical plan. This is a yearly requirement. If the form is not received by the deadline, your spouse/domestic partner will not have medical coverage as of January 1, 2026. Watch your home mail and email for more information. If you have already submitted your form, you won’t receive any additional communication.

Begin the enrollment process and elect the benefits you want.
Save and submit your elections.
Print a copy of your confirmation statement for your records.
If You’re a New Associate
If you’re a new associate, your Annual Enrollment timeline will be different than what you see in general Annual Enrollment materials. You will be notified at your work and personal email when you are eligible to make your 2026 elections. You can also log in to BenefitsWeb to see your deadline to submit elections for 2025 and 2026.

If You’re Enrolling for the First Time
If you’re enrolling for the first time, you must complete these steps to enroll in benefits or speak with a Workplace Solutions Center representative at 1.888.471.2271.
Register. On BenefitsWeb, follow the online instructions to register as a first-time user. Register using a personal email address and/or phone number that you can access outside of Conduent.
Set up your IVR PIN. While logged in to BenefitsWeb, click on your initials in the upper right corner of the home page. Select View Profile > Login & Recovery > Reset My Interactive Voice Response (IVR) PIN to establish your personal identification number (PIN). You will be asked to enter this PIN in order to speak with a Workplace Solutions Center representative.
