One Consumer Choice Plan for 2024

We’ll offer one Anthem or Kaiser Permanente Consumer Choice Plan for 2024: the 2000/4000 Deductible Plan. If you're currently enrolled in the Consumer Choice 1500/3000 Deductible Plan, you'll be enrolled in the Consumer Choice 2000/4000 Deductible Plan starting Jan. 1, 2024, unless you make a change during Annual Enrollment.

If you’re enrolled in the Consumer Choice 1500/3000 Deductible Plan today, your 2024 premiums in the Consumer Choice 2000/4000 Deductible Plan will be lower than what you are currently paying in 2023. One smart strategy: take the amount you’ll save each pay period with the reduced 2024 premiums and put the savings into your Health Savings Account (HSA) to help you meet the higher deductible.

ABA Therapy

The Anthem Consumer Choice 2,000/4000 Deductible Plan has added coverage for applied behavior analysis (ABA) therapy when medically necessary for those diagnosed with autism spectrum disorder. ABA is already covered under the Anthem Classic PPO and Kaiser Permanente Plans.


Classic PPO Plan Changes

You'll see some copay and deductible changes for both the Anthem and Kaiser Permanente Classic Preferred Provider Organization (PPO) due to inflation and the ongoing rising cost of health care.

Deductible

For Anthem and Kaiser Permanente, the Classic PPO Plan deductible will be $1,500 for individual and $4,500 for family.

Doctor Visits

  • Anthem: You’ll pay $35 for a PCP visit and $55 for a specialist visit.

  • Kaiser Permanente: You’ll pay $35 for a PCP visit and $60 for a specialist visit.*

ER Visits

For Anthem and Kaiser Permanente, you’ll pay a $200 copay for an emergency room (ER) visit, then 20% after the deductible.

Prescription Drugs

  • Anthem: The maximum copay for retail preferred brand prescription drugs is $120 — you’ll pay 30% of the cost with a $40 minimum and a $120 maximum. The maximum copay for retail non-preferred brand drugs is $150 — you’ll pay 45% of the cost with a $60 minimum and a $150 maximum.

  • Kaiser Permanente: The maximum copay for retail preferred brand prescription drugs is $120 — you’ll pay 25% of the cost with a $120 maximum. The maximum copay for retail non-preferred brand drugs is $150 — you’ll pay 40% of the cost with a $150 maximum.*


Hawaii and Puerto Rico Associates

  • Hawaii associates: HMSA will still administer your medical plan. Visit hmsa.com for details.

  • Puerto Rico associates: Humana is no longer offering employer medical plans, so we’ve selected Triple-S to be the administrator for the medical plan. See the Triple-S Benefits Guide (English or Spanish) for details.


Vision Enhancements

Good news! Starting in 2024, everyone enrolled in the Vision Plan can get a retinal screening (digital imaging of the inside of the eye) for a $10 copay.


2024 HSA and FSA Limits

Health Savings Account (HSA)

The IRS has increased the annual Health Savings Account (HSA) limit in 2024 to $4,150 individual/$8,300 family. This limit includes your contributions and Conduent’s contributions.

If you are enrolled in the Consumer Choice 2000/4000 Deductible Plan and eligible for HSA contributions, Conduent will continue to contribute $20.85 per paycheck in 2024 if you have associate-only coverage or $41.70 per paycheck for any level of family coverage.

You must open an HSA with BenefitWallet to make contributions and receive Conduent’s contributions. (If you’re currently enrolled in a Consumer Choice plan and already have an HSA with BenefitWallet, you’ll keep using the same account for 2024.)

Flexible Spending Account (FSA)

You must enroll if you want to participate in an FSA for 2024. You can contribute up to $3,050 in 2024 for the Health Care FSA. The Dependent Care FSA limit remains unchanged at $5,000 ($2,500 if you are married and file separate tax returns). FSA elections do not roll over.

Dependent Care FSA Limit for HCEs

If you’re considered a highly compensated employee for 2023 and/or 2024, your contribution will be limited to $1,075 for the Dependent Care FSA in 2024.

BenefitWallet Will Continue to Administer the HSA and FSA

BenefitWallet will continue to administer the HSA and FSA. Watch your email for additional information in 2024.

Avoid the Tobacco Surcharge!

You will need to attest to your nicotine status for both you and your covered spouse/domestic partner for medical, critical illness, and supplemental and/or spouse life insurance.

If you don’t take action during Annual Enrollment and you’re enrolled in a Conduent medical plan in 2024, you’ll pay higher premiums for critical illness and supplemental life and a tobacco surcharge ($600 per year in addition to your regular medical premiums).

If you were hired before Sept. 16, 2023, and attest to your nicotine status during Annual Enrollment, watch your email and home mail for instructions to avoid the tobacco surcharge in early 2024.

Important Reminders

  • Verify if your working spouse/domestic partner is eligible for Conduent medical coverage. If your spouse/domestic partner has access to medical coverage through another employer — even if they don’t enroll in that coverage — they will not be eligible for the Conduent medical plans for 2024. It’s up to you to remove your ineligible spouse/domestic partner from coverage during Annual Enrollment, even if you do not want to make other changes.

  • Submit your signed attestation if covering a spouse or domestic partner under a Conduent medical plan. Following the Annual Enrollment period, all associates who cover a spouse or domestic partner under a Conduent medical plan will be asked to submit a signed attestation regarding eligibility by December 15, 2023. If the attestation is not received by the deadline, medical coverage for your spouse or domestic partner will be removed as of January 1, 2024. Watch your home mail and email for more information.

  • Submit dependent documentation. If you add a new dependent to any of your benefits during Annual Enrollment, you’ll receive a Dependent Eligibility Verification packet at your home address on record. The packet will explain what documents you need to submit  and what the deadline is. If you don’t provide the required documents by the deadline, your dependent will be dropped from coverage.

  • Check your dental plan carrier if you moved in 2023. If you moved in 2023, your dental plan carrier may have changed. Go to BenefitsWeb on ConduentConnect.com to confirm who your 2024 dental plan carrier will be.
